Manga: Winner?

There's a character in the anime by the name of Winner. He wasn't in the manga at all, and yet his importance in the anime makes him a major character. Should he have been in the manga?

No, he's annoying. But it was funny as hell in episode 13 or so when he looks at his test score and says in English "OH MY GOD!!!!!" I almost fell out of my chair xD

IKR? XD I love how he's the only one who's actually dramatic. =P He says a lot of his words in English, too, which is also hilarious. XP
